Still back in November, 2008, Joel Chandler, the resident of Lakeland, Florida, was awarded the Wikifoia's "Sunshine Troublemaker of the Week Award", also known as the STOTW Award. This award is known to be awarded by the Wikifoia to persons who get exposed to severe criticism for filing open public record requests. Normally the criticism comes from behalf of the public entity such people demand records that are considered public documents from.
